The main regulation governing instant payments at the European level is Regulation (EU) 2024/886 – the so‑called “Instant Payment Regulation” (IPR), adopted by the European Parliament and the Council on 13 March 2024.

The overarching objective of Regulation IPR886 is to promote the widespread adoption of instant credit transfers as the standard method for money transfers across Europe. This aims to ensure that such transfers are executed within 10 seconds, are more secure (through the use of the Verification of Payee mechanism), available 24/7/365, and affordable for all citizens and businesses within the SEPA area of the European Union.

What is the key innovation introduced by Regulation IPR from 9 October 2025?
From 9 October 2025, all PSPs in the SEPA area will be required to offer customers the ability to send instant payments via all channels and for all use cases where standard credit transfers are offered. This obligation supplements the requirement from 9 January 2025 to offer instant payment receiving services. In practice, from this date instant payments must be fully available for both incoming and outgoing transactions.
Besides the sending obligation, what other significant changes will take effect on 9 October 2025?
As of 9 October 2025, PSPs will also be required to implement the Verification of Payee (VoP) system. This system ensures that the name of the beneficiary provided by the payer matches the IBAN registered with the beneficiary’s PSP, thereby reducing fraud and errors before processing both regular and instant payments.
What is the Verification of Payee (VoP)?
The Verification of Payee, or VoP, is a system that enables the payer’s bank to confirm that the beneficiary details (particularly the name and IBAN) entered during the payment initiation match those held by the beneficiary’s bank. This verification must occur before authorizing either a regular or instant payment.
What is the main purpose of VoP?
VoP aims to enhance payment security—especially for instant payments, which cannot be reversed—by significantly reducing the risk of fraud (such as “man-in-the-middle” scams or social engineering fraud) and typographical errors in IBANs that could lead to funds being sent to the wrong recipient.
How does VoP work?
When the payer enters the beneficiary details (e.g., IBAN and name), the payer’s bank sends a verification request to the beneficiary’s bank. The beneficiary’s bank checks whether the IBAN and name match and responds within seconds with one of the following outcomes*:

When entering the beneficiary details, the payer receives the verification result and can always decide whether or not to proceed with the transaction, fully aware of the associated risks.
Are there changes regarding instant payment fees from this date?
As of 9 January 2025, IPR886 requires that banks do not charge higher fees for sending instant payments than for corresponding regular credit transfers made via the same channel. This provision aims to encourage the adoption of instant payments by making them cost-equivalent to standard transfers.
Does Regulation IPR886 apply only to eurozone countries?
Initially yes. The obligations to receive (from 9 January 2025) and send (from 9 October 2025) instant payments, as well as the VoP requirement, apply to PSPs located in EU Member States that use the euro. However, the regulation also provides for a gradual extension of these obligations to PSPs in EU Member States whose currency is not the euro but who carry out euro-denominated transfers, with later deadlines (e.g., by 9 January 2027).

Do you need to activate your new My Key APP?
To activate My Key APP on your smartphone you need to enter the activation code that we sent you by text message. If you have not received the text message or deleted it by mistake, you can request a new one by entering your login credentials at www.credemeuromobiliarepb.it, or by calling the toll-free number 800.45.00.45 and authenticating yourself using your user code and password for virtual services. To complete the activation of My Key APP, when you first access your Internet Banking tool or through the Credem Euromobiliare PB App, you will be asked to enter a single-use code generated by your App. Please remember that you need to call the toll-free number from the cellphone number registered on your Internet Banking tool. Alternatively, you can contact your local branch or your private banker directly.
Have you just configured My Key APP and are you asked to enter a PIN when you log in?
To use My Key App on your device you need to create your own PIN, which you will be asked to key in every time you access the application. You can replace the PIN with biometrics (fingerprint or facial recognition) directly in the App settings. To set up biometrics, for security, the application asks you to re-enter the newly created PIN code.
Do you need to activate your My Key SMS?
When you first access your Internet Banking tool or through the Credem Euromobiliare PB App, you will be asked to enter an activation code received by text message. If you have not received the activation code or you have deleted it by mistake, you can request a new one by entering your login credentials at www.credemeuromobiliarepb.it, or by calling the toll-free number 800.45.00.45 and authenticating yourself using your user code and password for virtual services.
